PRIMARY PURPOSE OF THE JOB

To manage and coordinate inventorisation of heritage resources and ensure that existing databases with various stakeholders are incorporated in the inventory of the national estate as per the requirements of the National Heritage Resources Act.

Heritage Resources Information Management:

  • Produce regular reports on the quality of data held within the inventory of the national estate
  • Review content within the inventory of the national estate and make, amend or delete entries as required under section 39(3) of the NHRA
  • Review of inventories submitted in terms of section 9, 24 and 39 of the NHRA and make recommendations for approval
  • Review inventories submitted as part of declaration processes
  • Ensure SAHRA Units regularly and accurately feed data into the inventory of the national estate
  • Ensure Provincial and Local Authorities feed inventories into the inventory of the national estate
  • Ensure state & state supported bodies feed inventories into the inventory of the national estate
  • Ensure inventories are managed on SAHRIS effectively
  • Engage with other unit members to ensure effective data standards are maintained on SAHRIS for heritage inventories
  • Management of reporting team to ensure implementation of unit objectives.

Project Management and Coordination

  • Identification and coordination of new projects for the expansion of the national heritage resources inventory.
  • Provide support to other SAHRA units and external parties on projects relating to surveys and heritage inventories.
  • Provide ongoing support to the DSAC heritage route mapping project.
  • Management of service providers relating to inventory projects.

Stakeholder Management

  • Identify potential stakeholders for the purposes of the expansion of the inventory of the national estate.
  • Identify gaps and initiate contact with relevant parties to facilitate data sharing
  • Facilitating access to relevant public information on the inventory.
  • Regular engagement with stakeholders (internal & external) to ensure their inventory needs are met.

Research and Promotion

  • Perform data analysis tasks to provide insight into the inventory of the national estate.
  • Research and produce publications and provide input into publications generated by the Unit.
  • Partake in the compilation and publishing of the annual S39(7) Inventory of the National Estate Report
  • Conduct lectures and talks on heritage inventory management.
  • Engage with internal and external parties to create awareness of the mandate for heritage inventories under the NHRA.
  • Conduct training on heritage inventories.
  • Keep up to date with trends in the sector.
  • Attend local and international conferences and ensure lessons learnt are implemented.
  • Liaise with SAHRA Communications Unit and provide data relating to the unit, its projects, or other matters which are of public interest.

Policy Development

  • Participate and inform the development, review and implementation of policies, procedures and guidelines towards maintenance and growth of the national inventory.
  • Develop and update SOPs.
  • Provide input into policy, guidelines, procedures developed by both internal and external stakeholders.

Operational and Records Management

  • Keep copies of all administrative documents, e.g. submissions, vehicle logs, invoices, etc.
  • Prepare and facilitate approval of submissions, especially related to travel and procurement.
  • Contribute to quarterly reports and Portfolio of Evidence.
  • Ensure performance of reporting staff and all required performance management documentation is submitted to unit manager.

EDUCATION and/or EXPERIENCE

  • A postgraduate Degree, or equivalent, in a Heritage Resources Management related field.
  • Minimum of two (2) years of practical work experience in heritage management, collections management, data management, digitization or data analysis is required. Experience in generating research output is required. Knowledge and experience in SAHRIS would be an added advantage. The demonstration of excellent administrative skills is required for the position.

  • Heritage Conservation Management.

  • Geographical Information Systems.

LANGUAGE SKILLS

  • Ability to read, analyse, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. Ability to negotiate with both internal and external stakeholders and/or service providers.

NUMERICAL SKILLS

  • Ability to interpret data, calculate figures and amounts such as percentages and ratios, as well as the ability to present data to both technical and non-technical audiences.

REASONING ABILITY

  • Ability to solve practical problems and deal with a variety of concrete variables in standardized situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

LICENSES

  • A valid Code EB (08) driver's license.

COMPUTER SKILLS

  • Computer literacy with regard to the use of Excel, Word, and PowerPoint, as well as a GIS package such ArcGIS or QGIS.
